Cookie banners are just there to annoy people make them accept anyway or trick them into doing it. The Do Not Track parameter can be read silently by sites to decide on privacy. But no, they prefer annoying banners and blame EU (who never enforced banners who are NOT needed by law at all and not for foreign companies anyway)
